Police Reform 1865 Style!

A dilemma faced the New York State Legislature at the end of the Civil War in 1865. What could be worse than "corner loungers", intemperance, and voter fraud? Truly there was a need to get these grievous problems under control. But how, when the police were either ineffective or outright corrupt? The public perception, if not reality, believed crime to be increasing in the cities and villages of the Capital District. The Republicans at the time, who had gained control of the legislature and governor's office, believed that if political influence (i.e. Democratic Tammany Hall) were removed from the local police forces (under commissioners appointed by the governor), the public would have the necessary protection from the crime that was plaguing local cities and towns. Find out how it worked and how it turned out!
